It looks like this 'SEE' is an edit macro used to view/edit a dataset. Assuming, it is an edit macro, it can be used only inside an editor.
I again assume that you are trying to look into the JESJCL in spool and then you want to view dataset directly from there? But you are Not able to do so because you can't 'SEE'. Is that correct?
If that is the case then just do 'SE' in front of JESJCL and then do 'SEE' as you would normally do.
I don't think you are looking to develop something beyond that.
