Looking at the NDM documentation, VSAM is supported as a receiving file type since there's a screen layout with VSAM organization, key length and offset fields. Since the VSAM cluster includes the definition of the DATA file, you should NOT need to specify them separately.
Your best bet would be to find out who in your site support group is the NDM expert and show that person your transfer job to see what's wrong.
