  1. The only"file" in z/OS is the data on magnetic tape between the beginning of tape and a "file mark," or between two "file marks." Period. End of story.
  2. "PS" is a designator for a sequential data set. It is not correct in z/OS to call a sequential data set a PS data set. They are not called a PS data set in any standard z/OS documentation.
  3. I have been working with OS/360 and is successor operating systems for almost 50 years. I do not know what you mean by a "basic path" to allocate a sequential data set. When I started the only only way to allocate and populate a sequential data set was by using JCL and running a program specified by JCL. Now there are many ways to do this task. Which one did you try to use? We cannot help you without this information.
